Supply Crunch: Bedok Rise Site Sees Strong Market Interest After Years Without New Launches

Bedok Rise Private Residential Site Launched: Transport Upgrades and Changi Growth Prospects Drive Market Interest

The Urban Redevelopment Authority (URA) has recently launched a private residential site at Bedok Rise and a long-stay serviced apartment site at Cross Street, which together can yield around 695 residential units. Among them, the Bedok Rise private residential site, situated next to Tanah Merah MRT station, has captured the market's attention thanks to its strategic location and transport connectivity.

According to the URA press release, the Bedok Rise parcel is on the Confirmed List of the 2H2024 Government Land Sales (GLS) programme. It is estimated to yield approximately 380 private residential units, with a maximum gross floor area (GFA) of 32,470 square metres (around 350,000 sq ft) and a building height control of 12 storeys. This launch aims to cater to housing demand and maintain stability in the property market.

Industry analysts generally agree that the Bedok Rise site's primary appeal lies in its connectivity and future growth potential. Tanah Merah MRT station will eventually connect with the Thomson-East Coast Line (TEL) to become an interchange station, providing residents with direct MRT access to Changi Airport and significantly boosting regional accessibility. At the same time, the ongoing construction of Changi Airport Terminal 5 and the steady advancement of the Changi East development are expected to drive employment and economic activities, providing long-term support for both owner-occupier and rental markets.

Enhanced transport connectivity stands out as the site's biggest selling point. Any future new launch here is poised to attract not only investors but also owner-occupiers. With a scarcity of new private residential developments in the precinct over recent years, pent-up demand has built up. Nearby landed housing owners as well as HDB upgraders from Bedok are likely to form the core buyer pool, reinforcing developers' confidence in bidding.

From an investment perspective, the sizable working population at Changi Airport and Changi Business Park provides healthy rental support, likely drawing keen investor interest. Furthermore, Sceneca Square, the retail component of the integrated development Sceneca Residence, is currently under construction and will offer everyday conveniences to future residents. The area is also well-served by reputable educational institutions, including Anglican High School, Bedok Green Secondary School, Bedok South Secondary School, and Temasek Primary School, adding strong family appeal.

Regarding the tender outcome, market observers anticipate between four and seven bids from developers. The top bid is projected to range between $1,200 and $1,300 psf per plot ratio (psf ppr). Overall, healthy and competitive bidding is anticipated.

The tender for the Bedok Rise private residential site will close at 12:00 PM on 27 November.

Concurrently, the URA has released a site on Cross Street in the Central Business District (CBD) under the Reserve List, which will only be triggered for public tender if a developer submits a minimum acceptable bid price. Spanning just 2,388 square metres, the site offers a GFA of 161,884 sq ft with building height limits zoned for four and 30 storeys. It is designated solely for long-stay serviced apartments with a minimum stay requirement of three months. While situated in the heart of the CBD with a vast potential tenant base, the specific serviced apartment use may prompt developers to adopt a wait-and-see stance before deciding whether to trigger the site from the Reserve List.

On the whole, with its prime location, upcoming transport connectivity upgrades, and the growth tailwinds of the Changi region, the Bedok Rise site is set to draw keen interest in the coming months, making it one of the most closely watched GLS sites in the second half of the year.
