Residential and Hotel Sites Released Concurrently: Will the 2025 GLS Market See Fresh Waves?
Three Private Residential Sites Launched for Tender Concurrently: Kallang Close and Dunearn Road Draw Keenest Interest, Intense Bidding Expected
The Urban Redevelopment Authority (URA) has launched three Confirmed List private residential sites and made one hotel site available for application under the Reserve List within less than two weeks. If all sites are successfully awarded, they are expected to inject up to 1,495 residential units and 440 hotel rooms into the market, marking another significant wave of supply in the Government Land Sales (GLS) programme for the second half of the year.
The announcement immediately sparked lively discussions among industry players. Several analysts noted that developers' participation in GLS tenders has picked up noticeably this year, with some popular plots drawing six to ten bidding consortiums, reflecting persistently resilient demand for prime land parcels.

Kallang Close Site: Waterfront Views Combined with MRT Accessibility Set to Spark Fierce Bidding
Among the three residential plots, the most closely watched is undoubtedly the residential site at Kallang Close. Spanning approximately 1.15 hectares, it can yield around 470 units. Located adjacent to the Kallang River and within 2 km of three primary schools, it boasts rare waterfront living credentials.
Analysts project the site could attract four to seven bids from developers, with land rates likely to land between $1,350 and $1,450 psf per plot ratio (psf ppr).
As the first private residential site released along the Kallang River, it enjoys a first-mover advantage, enabling developers to better differentiate their product and capture market interest.
As a mature estate, Kallang offers a compelling combination of MRT convenience, riverfront vistas, and urban rejuvenation potential, positioning it as one of the next hotspot residential enclaves. Sites offering genuine waterfront living experiences are few and far between in Singapore, and with Kallang MRT station within easy walking distance, spirited bidding is widely anticipated.
However, certain surrounding areas in Kallang remain in early stages of redevelopment with broader regeneration plans still unfolding, which could exert some moderating effect on tender prices.
The government previously announced plans to introduce around 4,000 waterfront homes in Kampong Bugis, underscoring the vast development upside awaiting the Kallang River precinct.
Dunearn Road Site: Boosted by Turf City Master Plan, Reignites Land Grab in the CCR
Another plot garnering immense market attention is situated along Dunearn Road in the Core Central Region (CCR). Spanning around 1.9 hectares, it can yield 330 residential units, with commercial space permitted on the first storey.
Located right next to Sixth Avenue MRT station, this is also the second residential plot rolled out in the Bukit Timah Turf City precinct. The maiden Turf City site previously drew nine bids, with the top offer reaching $1,410 psf ppr, demonstrating strong developer confidence in the area's growth potential.
Analysts anticipate competition for the Dunearn Road site to be equally keen, drawing at least seven developers or joint ventures.
Beyond the ongoing Turf City master plan, the nearby Holland Plain site could also enter the Confirmed List in the first half of 2026. If multiple upcoming plots are progressively released and sold, the precinct could welcome an influx of 1,225 residential units over the next two years, creating economies of scale to anchor regional growth while keeping future home prices relatively stable.
Lentor Central Site: Eighth Plot Released in Lentor, Developer Appetite May Moderate
In contrast to Kallang and Dunearn Road, tender interest for the Lentor Central site is anticipated to be more subdued.
Covering 1.59 hectares and yielding an estimated 560 units, this marks the eighth residential plot launched in the Lentor planning area. The previous Lentor site awarded in April drew only two bids, eventually closing at $920 psf ppr.
The Lentor precinct currently has six residential projects on the market, most of which are nearing sell-out status, indicating sound buyer acceptance of the neighbourhood. Nevertheless, with substantial land already developed in the area and further GLS supply in the pipeline, analysts believe developers may pivot their attention to other yet-to-be-saturated precincts.
The plot is projected to attract one to three bids, with land rates hovering between $900 and $1,000 psf ppr.
Hotel Site: Telok Ayer Street Mixed Hospitality Potential Poised to Draw Hotel-Operator Joint Ventures
Alongside the three private residential parcels, URA has also made a hotel site along Telok Ayer Street available for application under the Reserve List, capable of yielding roughly 440 hotel rooms and 135 long-stay serviced apartments.
The synergy between hotel accommodation and serviced apartments is compelling, particularly in high-demand catchment areas like the Central Business District (CBD) and the financial hub. The serviced apartment component can deliver relatively stable rental yields, while the hotel portion addresses short-term corporate and tourist demand, optimising the overall investment return of the asset.
The parcel is expected to attract joint-venture applications combining hotel groups and hospitality operators looking to trigger the site for tender.

Summary: Marked Divergence Between Prime and Secondary Plots; GLS Landscape in 2025 Set to Remain Competitive
This batch of concurrently released sites reflects the government's calibrated approach to aligning land supply with underlying market demand. In response, developer bidding strategies are becoming increasingly differentiated: prime parcels with distinct growth narratives will continue to see intense competition, whereas areas with ample existing supply or greater product homogeneity will likely see measured, disciplined bidding.
Supported by an easing interest rate environment, ongoing precinct master plans, and shifting demographic dynamics over the coming years, GLS land tenders across 2025 and 2026 are poised to stay buoyant. Kallang Close and Dunearn Road will undoubtedly take centre stage, while Lentor Central may serve as a secondary, strategic alternative for selective developers.
