Rare small East Coast GLS site: Will it spark keen developer competition?
East Coast to Add Around 85 New Homes as GLS Tender Launches for East Coast Road Site
The East Coast area could soon welcome a boutique, family-oriented residential development.
The Urban Redevelopment Authority (URA) announced on 29 September the launch of the residential site at East Coast Road for tender. Released under the Confirmed List of the second half of 2026 Government Land Sales (GLS) programme, the 99-year leasehold site is estimated to yield around 85 residential units.
Concurrently, another 99-year leasehold residential parcel at Serangoon North View has been made available for application under the Reserve List. That site is estimated to yield about 235 homes.
Given the differences in size, surrounding amenities, and nearby supply dynamics between the two sites, market expectations regarding developer participation diverge considerably.

At Just Around 85 Units, Second-Smallest GLS Residential Site on Record
In terms of estimated dwelling units, the East Coast Road parcel is the second-smallest residential GLS site ever released.
The smallest on record remains the Chong Kuo Road site awarded in February 2018, which was subsequently developed into the 84-unit boutique condominium The Essence.
The East Coast Road site is bisected by an open drainage canal into two plots, measuring 26,706 sq ft and 32,527 sq ft respectively.
Under the tender conditions, the successful tenderer may amalgamate the two parcels into a single comprehensive development or develop them as two separate projects. Notably, the second parcel may also be developed into long-stay serviced apartments.
This provides developers with flexibility in positioning the future project, meaning it may not necessarily be entirely dedicated to conventional private residential housing.
Minimum Average Unit Size of 100 Sq M May Attract Families and Landed Right-Sizers
A key planning requirement for the site is that residential units must adhere to a minimum average size of at least 100 sq m (approximately 1,076 sq ft).
It should be noted that this is a portfolio average requirement across the development, rather than a mandatory minimum floor area for every single unit.
Market observers anticipate that the future project is likely to feature larger, family-friendly layouts, which could appeal to buyers looking to right-size from nearby landed estates into a condominium while retaining generous living space.
Rather than relying on compact units to compress the overall quantum, such developments tend to cater to genuine owner-occupier demand, emphasising spaciousness, functional layouts, and the surrounding lifestyle enclave.
Near Siglap MRT Station, Established Amenities Are a Key Draw
Situated within a mature residential enclave, the East Coast Road site is within walking distance of Siglap MRT station on the Thomson-East Coast Line (TEL).
Nearby lifestyle destinations include Siglap Centre and Siglap V, which offer a wide array of retail, dining, and essential everyday amenities.
Schools in the vicinity include Opera Estate Primary School, Ngee Ann Primary School, CHIJ Katong Convent, St. Patrick’s School, Victoria School, and Victoria Junior College.
The established neighbourhood and strong transport connectivity are viewed by the market as major factors drawing developers' interest to the site.
Bite-Sized Quantum Lowers Entry Barrier, but Cost Considerations Remain
Compared to mega GLS parcels, the East Coast Road plot entails a relatively modest capital commitment, making it easier for developers to manage construction logistics, pricing strategies, and sales momentum.
By way of comparison, the New Upper Changi Road site awarded earlier this month is expected to yield around 1,010 homes. It was clinched by a consortium comprising CapitaLand Development, UOL Group, and Singapore Land Group for approximately S$1.43 billion, translating to a land rate of S$1,537 psf ppr.
However, smaller developments also have their trade-offs: with fewer units, achieving economies of scale can be challenging. Amid elevated construction costs, developers will still need to carefully balance construction expenditures against projected end-selling prices.
Limited New Supply Along East Coast Road May Tap Pent-Up Demand
Residential demand within the wider Bedok Planning Area, where the site is located, remains robust.
In April this year, the 515-unit Vela Bay at Bayshore moved around 72% of its units on launch day at an average selling price of S$2,886 psf.
In recent months, several GLS sites in the Bedok Planning Area have been awarded, including New Upper Changi Road, as well as the Bayshore Drive and Bedok Rise parcels awarded in July and December 2025 respectively.
Yet along the immediate East Coast Road stretch itself, new residential supply has been comparatively scarce.
The last nearby GLS site was along Siglap Road, which was developed into the 841-unit Seaside Residences and launched in 2017. The most recent new project launched in the immediate vicinity was 77 @ East Coast, a boutique 41-unit development that debuted in March 2020.
As a result, the upcoming development could tap pent-up demand from prospective buyers keen on securing a new home in this coveted precinct.
Wide Divergence in Top Bid Forecasts
Market expectations for the East Coast Road tender vary. Property analysts expect the site to draw between three and five bids, with the top bid projected to land between S$1,100 and S$1,500 psf ppr.
At the same time, ongoing global macroeconomic uncertainties and elevated construction costs could temper bidding appetite.
These figures represent market estimates for land price and do not reflect the future launch prices of the residential units.
The tender for the East Coast Road site closes at 12 noon on 3 December.
Serangoon North View Site Available for Application, but Tender Trigger Unlikely Soon
Meanwhile, the Serangoon North View site, which can yield about 235 units, is currently available for application on the Reserve List.
Sites on the Reserve List are not triggered for public tender automatically. Under the mechanism, a formal tender is launched only when a developer submits an acceptable minimum bid that meets the government's undisclosed reserve price.
The plot is adjacent to The Garden Residences. The latter sits on a Serangoon North Avenue 1 GLS site awarded in August 2017 at S$965 psf ppr, subsequently yielding 613 units.
While the Serangoon North View site is not currently within immediate walking distance of an MRT station, it is situated approximately 700 metres from the upcoming Serangoon North MRT station (CR9) on the Cross Island Line (CRL), targeted for completion in 2030.
Nevertheless, a substantial influx of forthcoming private residential supply nearby may prompt developers to adopt a cautious stance.
Two Chuan Grove sites awarded last year are collectively slated to yield over 1,000 new homes. Additionally, another Reserve List plot at Chuan Grove, with an estimated yield of around 935 units, will be made available for application in October.
Against the backdrop of expanding nearby pipeline supply, market watchers view the likelihood of the Serangoon North View site being triggered for tender in the near term as relatively low.
The East Coast Road parcel stands out for its mature location, limited competing new launches, and family-oriented unit size mandate. The number of participating developers and the eventual winning bid will offer valuable insights into market demand for boutique residential developments along the East Coast.
