Hougang Central Welcomes Its First Mega Integrated Development
Bumper S$1.5B Bid! CapitaLand × UOL Joint Venture Clinches Prime Hougang Site to Deliver North-East Region’s First Mega Integrated Development
Hougang’s central precinct is set to welcome a landmark mega integrated development.
The tender for the mixed-use Government Land Sales (GLS) site at Hougang Central, which closed on 16 December under the Urban Redevelopment Authority (URA), drew three bids. A consortium comprising UOL Group, CapitaLand Development (CLD), and CapitaLand Integrated Commercial Trust (CICT) submitted the top bid of S$1.5 billion, translating to S$1,179 psf per plot ratio (ppr).
Upon official award, UOL and CLD will jointly develop and sell the residential component, while CICT will spearhead the retail and commercial space, retaining it for long-term investment and operations.

Hougang’s Largest Integrated Development to Date, Seamlessly Linked to MRT & Bus Interchange
The project is envisioned as Hougang’s new focal community and commercial hub, featuring sheltered public spaces, vibrant dining options, and lifestyle retail to inject fresh vitality into the precinct.
The development is expected to yield approximately 830 private residential units and around 300,000 sq ft of retail and lifestyle commercial space.
This will make it the largest retail mall in Hougang and a crucial anchor for the North-East Region's ongoing transformation.
Marking the group's maiden foray into Singapore's North-East Region, this milestone further solidifies CICT's position as a premier custodian of high-quality commercial real estate in Singapore.
Record Land Price Underscores Developer Confidence in Integrated Developments
Market observers widely believe that the winning bid reflects robust developer confidence in well-located integrated mixed-use schemes.
The land rate of S$1,179 psf ppr for Hougang Central is notably higher than several recent mixed-use GLS sites, including:
Chencharu Close, awarded in September 2025 (S$980 psf ppr)
Tampines Street 94 (Pinery Residences), awarded in October 2024 (S$1,004 psf ppr)
Parktown Residence (Tampines Avenue 11), awarded in July 2023 (S$885 psf ppr)
However, this pricing is by no means overheated, considering that land rates for pure residential Outside Central Region (OCR) plots have recently crossed S$1,300 psf ppr.
Replicating the Success of Parktown: CapitaLand × UOL Strike Again
Notably, the CapitaLand and UOL-led consortium is the same powerhouse team behind the blockbuster integrated project Parktown Residence in Tampines North.
Launched in February this year, Parktown Residence has already found buyers for approximately 93% of its units at an average selling price of around S$2,359 psf. Its stellar performance stands as a prime blueprint for integrated developments and provided strong backing for their bold bid at Hougang Central.
Direct Link to MRT Interchange: Hougang Welcomes Its First Integrated Transport Hub (ITH)
The Hougang Central site spans approximately 504,825 sq ft, with a permissible gross floor area (GFA) of around 1.27 million sq ft.
The development will offer direct sheltered access to Hougang MRT station and the adjoining bus interchange. By 2030, Hougang will transform into a pivotal interchange station serving both the North East Line (NEL) and the Cross Island Line (CRL).
This marks Hougang’s very first integrated transport hub development, set to serve the entire township.
As the third-largest planning area along the NEL after Sengkang and Punggol, Hougang has long experienced a shortage of large-scale private residential and commercial mixed developments.
Rich Educational & Recreational Amenities, Backed by a Vast Upgrader Base
The surrounding area boasts established amenities, including Hougang Stadium and Sports Centre, Punggol Park, and Punggol Community Club. Montfort Junior School sits directly across the road, while CHIJ Our Lady of the Nativity and Holy Innocents’ Primary School are within a 1km radius.
In addition, HDB data shows that Hougang comprised nearly 60,000 residential flats as of March 2025, providing a formidable pool of aspiring HDB upgraders.
Recent resale transactions show median prices for newer 4-room and 5-room HDB flats in Hougang reaching S$675,000 and S$830,000 respectively, providing homeowners with substantial equity to upgrade to private property.
First Mixed-Use Site in Over a Decade: Strong Pent-Up Demand
Analysts highlight that this is the first mixed-use GLS site released in Hougang in 11 years.
The last comparable site was awarded along Upper Serangoon Road back in 2014, which was developed into Stars of Kovan. In recent years, new private housing supply in Hougang has been exceptionally tight, limited to boutique launches like Jansen House and Kovan Jewel.
Consequently, analysts expect the upcoming Hougang Central project to attract strong interest from: HDB upgraders across Hougang and Sengkang, as well as rightsizers and downsizers from neighbouring landed residential enclaves.
The tight margin of around 2% between the three bids submitted underscores developers' unanimous conviction in the site's potential to emerge as a flagship destination for the North-East Region.

Potential Launch Prices Above S$2,500 PSF: A New Benchmark for the North-East?
The market has already formed early expectations regarding future launch prices.
Average selling prices for the residential component at Hougang Central could potentially benchmark in the range of S$2,500 to S$2,600 psf, bolstered by key attributes such as: an integrated development directly connected to a major transport hub, being the first integrated landmark of its kind in the estate, and years of acute pent-up demand.
Hougang Enters a New Era of Integrated Living
This landmark GLS tender result is more than just a record land price; it marks Hougang's official transition into a transformative era anchored by integrated living and seamless transit connectivity.
For upgraders across the North-East, this represents the most significant private home opportunity in over a decade. For the broader property market, it reaffirms developers' unwavering long-term confidence in well-executed integrated developments within mature estates.
