Greater Southern Waterfront Sets Sail as First Site Emerges
First Private Residential Site at Former Keppel Club: Why Were Developers So Restrained in Bidding?
Despite its prime location and immense potential, the tender results for the first private residential land parcel in the Greater Southern Waterfront turned out to be cooler than expected.
According to tender results released by the Urban Redevelopment Authority (URA) on 4 November, the 99-year leasehold site along Telok Blangah Road, located within the Berlayar precinct, attracted only three bids. This parcel also marks the inaugural private residential site launched under the Greater Southern Waterfront (GSW) master plan.

Top Bid: Kingsford Group Steps Up Again
The highest bid was submitted by Kingsford Hurray Development, a subsidiary of Kingsford Group, at $918.3 million, translating to a land rate of approximately $1,326 per square foot per plot ratio (psf ppr).
Analysts anticipate that the future average launch price for the project could fall in the range of $2,700 to $2,800 psf.
A spokesperson for Kingsford stated that the company is "very much looking forward" to developing the site, noting that "as the first private residential parcel in the Greater Southern Waterfront, this affords the developer a first-mover advantage in project design and market positioning."

Subdued Tender Participation: High Capital Outlay and Substantial Land Size
Nevertheless, market reception was relatively subdued overall.
Since 2023, land parcels with an aggregate price tag exceeding $800 million have typically drawn only one to four bids from developers.
Higher absolute quantum naturally elevates both capital commitments and risk exposure, thereby dampening bidding appetite.
Furthermore, the sheer development scale was another contributing factor. While the site enjoys close proximity to the Central Business District (CBD) and VivoCity, offering exceptional lifestyle amenities, the massive gross floor area necessitates a substantial financial outlay. Some developers may be waiting for smaller plots to be released before making their move. Had this site been half the size, the number of bidders might well have doubled.
Analysts observed that despite the modest turnout, the bid pricing still reflects developers' confidence in the precinct's potential.
A price tag hovering around $1,300 psf ppr is broadly aligned with recent land rates in the Rest of Central Region (RCR), signaling that developers remain positive on the long-term value of the Greater Southern Waterfront.
The Next Chapter for the Greater Southern Waterfront
The parcel is expected to yield around 745 private residential units and forms an integral part of the Berlayar residential precinct's rejuvenation blueprint. The broader precinct is slated to feature roughly 7,000 HDB flats and 3,000 private residential units, serving as a pivotal node in the transformation of the Greater Southern Waterfront.
With enhanced MRT connectivity, a seamless coastal promenade, and forthcoming residential developments, this corridor has the potential to evolve into Singapore's "second Marina Bay" in the south—and the measured response to this tender may simply be the calm before the storm.
