Five Residential Sites Unveiled in Punggol East: Are Upcoming New Launches Worth Watching?

Punggol East set for new waterfront residential precinct, potentially yielding over 8,000 homes

Punggol East is poised for its next phase of development.

Under the Urban Redevelopment Authority’s (URA) Draft Master Plan 2025, five land parcels along the Serangoon River in Punggol East have been zoned for residential use. Spanning a total area of approximately 24 hectares, these sites could yield over 8,000 residential units in the future, establishing another major waterfront residential enclave in Singapore’s North-East region.

Five residential parcels expected to inject thousands of new homes

Stretching from Punggol Central to the Tampines Expressway (TPE), the five parcels have plot ratios ranging from 3.0 to 3.4, which are estimated to generate around 7.67 million sq ft of gross floor area.

Based on estimates across different housing typologies and planning densities, if the sites are primarily developed for public housing (HDB flats), they could yield between 5,600 and nearly 7,000 units. If developed entirely as private residential properties, they could potentially supply about 8,300 to 8,600 units.

Market observers widely anticipate a mixed-development approach combining both HDB flats and private homes. This would broaden housing choices in the North-East, catering to first-time homebuyers, families, and HDB upgraders alike.

Punggol East Container Park could make way for housing development

One of the residential plots is currently occupied by the Punggol East Container Park. With a plot ratio of 3.0, future residential developments on this site will be required to retain the ground floor for commercial use.

The master tenancy for the container park expires on 31 December 2026, with reports suggesting it could cease operations as early as 1 November. Several F&B tenants within the park have already announced their closing dates.

This indicates that the familiar recreational and dining hotspot may eventually be transformed into an integrated waterfront community blending homes and commercial amenities.

River views, lush greenery, and lifestyle amenities as key selling points

One of the standout advantages of the new precinct is its direct frontage along the Serangoon River, meaning selected future units could enjoy unblocked river views.

The park connector running along the river links to Sengkang, Hougang, Punggol Park, and Coney Island, offering residents dedicated spaces for jogging, cycling, and outdoor recreation. For families prioritising nature, wellness, and leisure conveniences, these waterfront homes are likely to hold strong appeal.

The five parcels are also situated directly opposite the future Pasir Ris Coast development area. As plans on both banks gradually take shape, the entire belt is poised to evolve into a more cohesive waterfront living corridor.

Near future MRT station, offering enhanced connectivity

In terms of transport connectivity, the parcels are just metres away from the future Riviera MRT station on the Cross Island Line (Punggol Extension), as well as the existing Riviera LRT station.

Nearby commercial amenities, including Punggol Plaza, are also on hand to meet residents' daily shopping, dining, and lifestyle needs.

Once the Cross Island Line is operational, commuting from Punggol East to other parts of Singapore will be significantly faster and more seamless, presenting a major selling point for future residential projects here.

Private home launch prices could surpass $2,000 psf

Should portions of the land be earmarked for private residential developments, market watchers project launch prices could easily exceed $2,000 psf.

Factoring in prevailing price trends for new Outside Central Region (OCR) launches, alongside waterfront views, proximity to the MRT, and comprehensive master planning, future launches could even breach the $2,100 psf mark.

Actual pricing, however, will ultimately hinge on land tender prices, launch timing, product positioning, prevailing market conditions, and construction costs at the time of development.

With a substantial number of HDB flats in Punggol and Sengkang having reached their Minimum Occupation Period (MOP) in recent years, a ready pool of HDB upgraders is likely to form. Projects boasting panoramic views, efficient layouts, and strong transport links could also draw family buyers from across the island.

Balancing waterfront perks with key surroundings

While the parcels benefit from river views and natural surroundings, prospective buyers should also keep an eye on neighbouring land uses.

Certain tracts adjacent to the Serangoon River are currently zoned for General Industrial use, which could see chemical, steel, furniture manufacturing, or other industrial operations in the future. As such, buyers will want to consider potential factors such as ambient noise, odours, heavy vehicle traffic, and unit orientations.

This suggests that even within the same development, living experiences and pricing trends could vary visibly depending on the block, floor level, and facing.

Punggol East poised as the North-East's next residential hotspot

On the whole, with its waterfront orientation, upcoming MRT connectivity, commercial amenities, and sizeable housing pipeline, Punggol East holds strong potential to become the next residential growth node in the North-East.

That said, development will likely unfold in phases, meaning the over 8,000 units are unlikely to hit the market all at once. The eventual land allocation, the mix between public and private housing, and the timeline for the first wave of launches will be closely watched.

For homebuyers looking to secure a property in Punggol, Sengkang, or the wider North-East region, this 24-hectare waterfront enclave will undoubtedly be a key supply pipeline to monitor over the coming years.
