Singapore Property Market Outlook 2025: Silver Linings Emerge Amidst Uncertainties

While the Singapore property market faces numerous uncertainties in 2025, the overall trajectory remains positive, offering a beacon of hope for market participants amidst the shifting landscape.

From a macroeconomic perspective, Singapore's economic growth surpassed expectations in 2024, propelled by a manufacturing rebound and accelerated growth across the services sector. However, growth is projected to moderate in 2025, weighed down by external trade protectionism, slower momentum in key trading partner economies, and geopolitical headwinds. Concurrently, inflation is stabilising, and the scope for interest rate cuts is narrowing.
In the office sector, Singapore registered an uptick in net absorption in 2024, yet leasing transaction volumes remained subdued as occupiers favoured lease renewals or flexible workplace solutions. Over the next three years, with new office supply tapering off, vacancy rates in the Core Central Business District (Grade A) are expected to stay tight, supporting modest rental growth. Nevertheless, global macroeconomic uncertainties, fit-out costs, and financing expenses may temper expansionary demand, though anticipated rate cuts and political stability should shore up business confidence.
The industrial and logistics market remains active heading into 2025, bolstered by sustained growth in e-commerce, logistics, technology, and medtech. Despite cost pressures and supply chain disruptions, leasing momentum gathered pace in the fourth quarter. Moving forward, the development of the Johor-Singapore Special Economic Zone (JS-SEZ) will unlock fresh opportunities and draw manufacturing investments. Warehouse supply remains tight, with prime logistics assets enjoying high pre-commitment rates; while rental growth is consolidating, rents are unlikely to decline.
The retail property market was buoyed in 2024 by the comprehensive recovery in tourism. Despite external economic headwinds in 2025, retailers retain a strong appetite for expansion. A limited upcoming retail supply pipeline will lend support to rental growth, with prime retail rents anticipated to rise and return to pre-pandemic levels.
The residential sector staged a rebound in the fourth quarter of 2024, sparking speculation of cooling measures, though full-year price gains remained broadly aligned with economic fundamentals. In 2025, lower mortgage rates, improving buyer sentiment, and a higher volume of new project launches are likely to support modest price growth and a progressive recovery in rents, though developers will likely maintain a disciplined approach in land tenders.
The investment market saw deal values rebound in 2024, and softer interest rates in 2025 are poised to draw more capital back to the table. Even so, economic and geopolitical uncertainties will keep investors discerning, with capital being deployed selectively and industrial assets remaining the top preference.
