Reading Market Sentiment from Rental Trends: What Are Tenants Waiting For?
[Latest Rental Trends] Private Home and HDB Rents Slip in May
Amid economic uncertainty and a cautious employment landscape, Singapore's residential rental market experienced a simultaneous drop in both rents and leasing volumes in May. Both private homes and HDB flats saw declines in rental rates and transaction activity, reflecting a noticeable shift in market sentiment.

Private Home Rents Continue to Slide, Led by CCR and OCR
According to the latest flash estimates, overall rents for non-landed private residential properties dipped 0.4% month-on-month (MoM) in May. Among the market segments, the Core Central Region (CCR) eased slightly by 0.1%, while the Outside Central Region (OCR) registered the steepest decline at 1.3%. Rents in the Rest of Central Region (RCR) held flat.
Despite the short-term pullback, overall private home rents were still up 2.7% year-on-year (YoY). By region, the RCR proved the most resilient with a 3.1% YoY increase, followed by the OCR (+2.3%) and the CCR (+1.7%).
Leasing Volumes Shrink as Expatriate Rental Activity Cools
An estimated 5,615 private homes were rented out in May, down 7.8% MoM. However, this was still up 8.9% YoY and sat 5.9% above the five-year average for May. In terms of geographical breakdown, the OCR and RCR accounted for 34.9% and 34.7% of total leasing volume respectively, while the CCR accounted for 30.4%.
Analysts pointed out that slower expatriate relocation cycles and reduced corporate relocations were key factors behind the decline in transaction volumes.
HDB Rents Edge Down Marginally, 5-Room Flats Buck the Trend
Overall rents in the HDB market edged down 0.1% MoM. Breaking it down, rents in mature estates rose marginally by 0.1%, while non-mature estates dipped 0.1%. Rents for 3-room and 4-room HDB flats slipped by 0.3%, but 5-room flats and Executive apartments bucked the trend, rising 0.5% and 0.3% respectively.
Compared to the same period last year, overall HDB rents climbed 3.2%, with 3-room flats posting the strongest performance with a 4.5% YoY jump.
Leasing Volume Falls to 2,588 Units, Below Long-Term Average
A total of 2,588 HDB flats were rented out in May, down 10.2% MoM and flat YoY, coming in 2.7% below the five-year average for May. 3-room and 4-room flats remained the most popular choices, accounting for 35.2% and 35.3% of total volume respectively.

Expert Insights: Softening Rents May Encourage Tenants to Upgrade to Private Homes
Market experts noted that seasonal weakness coupled with job market uncertainties has led tenants to adopt a more conservative stance, with some rightsizing to smaller units or opting for more budget-friendly options. However, if private rental rates continue to soften, it could entice some HDB tenants to cross over into the private residential market. Despite the short-term correction, the rental market as a whole remains resilient, with both rental levels and transaction volumes holding up at relatively healthy levels compared to historical averages.
Economic Headwinds Prompt Wait-and-See Approach
As the market enters a traditional lull period against the backdrop of global economic uncertainties, near-term pressure on the rental market is inevitable. Over the long haul, however, rents across both private homes and HDB flats continue to demonstrate underlying resilience. For tenants, this could be an opportune time to reassess their housing arrangements and negotiate more favourable rental rates. For landlords, a clearer grasp of tenant preferences and calibrated pricing strategies will be essential to adapt to these shifting market dynamics.
