Property Price Growth Moderates: A Window of Opportunity for Buyers? Q2 Market In-Depth Analysis

Private Home Price Growth Moderates as Core Central Region Leads Gains | New Project Launches Set for a Prudent Pace

Following several consecutive quarters of growth, the price appreciation of private residential properties in Singapore is gradually moderating.

According to flash estimates released by the Urban Redevelopment Authority (URA) on 1 July, overall private residential prices rose by 0.5% quarter-on-quarter in the second quarter of this year, easing visibly from the 1.0% increase recorded in Q1. The Core Central Region (CCR) led the gains with a notable 2.3% uptick, becoming the market's focal point this quarter.

However, with several prime new launches on the horizon, analysts widely expect sales of high-end projects to move at a more measured, slow-burn pace, as buyer sentiment leans towards caution.

CCR Leads Price Growth, Mixed Performance in Other Regions

Official data indicates that:

CCR non-landed private home prices rose by 2.3%, climbing faster than the 0.8% increase in Q1.

RCR (Rest of Central Region) prices declined by 1.1%, reversing the 1.7% gain seen in the previous quarter.

OCR (Outside Central Region) ticked up by 0.9%, strengthening slightly from the 0.3% rise in the previous quarter.

Meanwhile, landed home prices gained 0.7% this quarter, also modestly outpacing the 0.4% increase in the preceding quarter.

With four new developments slated for launch in the CCR during the third quarter, high price tags mean buyer take-up will likely proceed at a measured pace. Instead, projects in the RCR and OCR are expected to drive the bulk of transaction volumes.

Prime Launches Lift Benchmark Prices, but Blockbuster Sales Prove Elusive

In the Orchard area, prime launch 21 Anderson commanded a median price of $4,811 psf, substantially lifting overall CCR benchmarks. Concurrently, while projects such as One Marina Gardens and Bloomsbury Residences generated significant market buzz, they did not push RCR prices higher; in fact, the region saw a marginal retreat.

This reflects disciplined launch pricing alongside recalibrations in the resale market, which have kept overall price trajectories stable.

The slowdown in RCR prices may also stem from buyers returning to the CCR. Over past quarters, RCR gains outpaced the CCR, narrowing the price gap and prompting some buyers to pivot towards prime-location homes in the core central area instead.

Supply Tightens, Transaction Volumes Tumble 40%

Beyond moderating price growth, another salient feature of the market this quarter was the sharp contraction in transaction activity.

Data reveals that total private home transaction volumes dropped by around 40% quarter-on-quarter in Q2, with the primary market bearing the brunt. New unit launches dwindled from 3,139 units in Q1 to under 2,000 units.

Key factors dampening sales include a reduced pipeline of new launches, heightened buyer caution amid trade tensions and geopolitical friction in the Middle East, alongside fewer marketing campaigns during the local elections and the June school holidays.

In the OCR, for instance, combined primary and secondary market transactions plummeted by 55.9%, falling from 4,229 units to 1,866 units.

Outlook: Resilient Prices and a Potential Mild Rebound in 2H

Looking ahead, market watchers broadly expect conditions to remain steady, with a gradual recovery on the cards.

A potential rate cut by the US Federal Reserve in July, coupled with positive momentum from the upcoming Draft Master Plan, should help bolster buyer sentiment—especially for mass-market and mid-tier developments.

The second half of the year will witness more projects entering the market strategically, with mass-market launches warranting close attention. Home prices are projected to demonstrate continued resilience.

Should current trends hold, overall private home prices are forecast to chart modest full-year growth of between 3% and 6%.

Conclusion: CCR Gains Do Not Mask Market-Wide Consolidation

While CCR launches lifted average price indices in Q2, market sentiment remains in a phase of consolidation. With supply picking up, interest rates stabilising, and supportive macro cues emerging, the second half of the year could present a more measured, opportunistic buying window.
