Large Mixed-Use Site Launched in Jurong East Core, Integrating Residential, Office, and Commercial Spaces

Jurong Lake District Town Hall Link White Site Launched for Tender, Expected to Yield Around 1,200 Residential Units

The Government has formally launched the white site at Town Hall Link in the Jurong Lake District (JLD) for public tender. The prime site is expected to yield around 1,200 private residential units, alongside integrated office, commercial, hotel, and recreational facilities, creating a brand-new mixed-use development.

This marks the first parcel carved out from the original master developer megasite to be released for public tender following the Government's recalibration of its JLD development strategy, representing a key milestone for the precinct's future growth.

Pivot from Master Developer Model to Phased Parcel Development

The Urban Redevelopment Authority (URA) announced on 3 July the launch of the Town Hall Link white site on the Confirmed List of the second half of the 2026 Government Land Sales (GLS) Programme.

The site was originally part of the 6.5-hectare master developer integrated development parcel rolled out by the Government in 2023.

However, the Government subsequently reviewed its development approach, announcing last year that the mega-plot would be parcelled out for sale. This strategic shift aims to lower development thresholds and encourage broader participation from developers.

Earlier in March this year, the plot was placed on the Reserve List, but as no developers triggered it for tender, it was not formally put up for bidding.

Its formal inclusion in the Confirmed List underscores the authorities' commitment to pressing ahead with the overall transformation of the Jurong Lake District.

Site Area of Approximately 3.72 Hectares to Support a Mega Integrated Development

The Town Hall Link parcel offered is a 99-year leasehold white site.

A "white site" gives developers the flexibility to optimise the mix of residential, office, retail, hotel, and leisure uses according to market demand, integrating them into a comprehensive mixed-use project.

Key site details are as follows:

Site Area: Approximately 3.72 hectares (approx. 400,418 sq ft)

Gross Plot Ratio: 5.0

Maximum Gross Floor Area (GFA): Approximately 186,139 sq m (approx. 2 million sq ft)

Although the site size has been reduced by nearly half compared to its 2023 iteration, the overall scale of development remains one of the largest mixed-use land parcels released under the GLS programme in recent years.

Synchronised Planning for Residential, Office, and Retail Spaces

According to tender documents, the proposed development can accommodate up to:

Around 1,200 private residential units

A minimum of 40,000 sq m of office space

A maximum of 44,000 sq m of retail and commercial space

In addition, the remaining allowable GFA may be allocated to:

Offices

Hotel rooms

Sports and recreational facilities

Entertainment amenities

Other complementary uses

The overall master plan aims to further establish the Jurong Lake District as western Singapore's premier commercial and lifestyle hub.

Higher Office Component May Lead to Prudent Bidding

Despite the site's strategic location, market observers widely believe developers may adopt a cautious approach due to the substantial office component.

A massive office GFA requires developers to shoulder higher capital commitments and market risks, which could result in only one or two consortiums submitting bids.

Industry estimates suggest the top bid could come in at around S$2 billion.

Poised to Become a Defining Landmark in Jurong Lake District

While the sizeable commercial commitment increases development complexity, market watchers agree that the parcel holds immense potential to become a definitive landmark for the area.

The development of the Jurong Regional Centre dates back to the 1990s. With several existing office buildings showing their age, the precinct stands to benefit significantly from urban rejuvenation spurred by large-scale integrated projects.

A successful development of the Town Hall Link parcel will catalyse the upgrading and rejuvenation of the entire Jurong Regional Centre.

One of the site's most compelling attributes is its direct proximity to Jurong East MRT interchange station.

The winning developer will have the rare opportunity to shape a major new iconic landmark for the Jurong Lake District.

Recent GLS tender exercises have reaffirmed robust market interest for prime sites situated next to major transport interchanges.

Limited Housing Pipeline in Jurong East Offers Sustained Demand

Beyond its locational strengths, a relatively limited pipeline of new private housing in Jurong East in recent years provides healthy underlying support for future residential demand.

Over the past four years, Jurong East has seen only three major new launches:

The LakeGarden Residences (2023)

J'den (2023)

SORA (2024)

Meanwhile, the new residential supply slated for Jurong East under the 2H2026 GLS Programme includes only an Executive Condominium (EC) parcel.

As such, a fresh supply of private homes in this core Jurong East location should remain highly attractive to prospective homebuyers and investors alike.

Bayshore and New Upper Changi Road Sites May Garner Greater Interest

Nonetheless, analysts note that developers will have a healthy selection of large residential sites to choose from in the second half of the year, and some may prioritise other opportunities.

The two other mega GLS sites capable of yielding more than 1,000 residential units each in 2H2026 are located at:

Bayshore Drive

New Upper Changi Road

The Bayshore Drive site benefits from an integrated transport hub, while the New Upper Changi Road parcel is a pure residential plot with lower development complexity, which may prove comparatively more appealing to developers.

Jurong Lake District Enters Its Next Phase of Growth

Positioned as Singapore's second Central Business District (CBD), the Jurong Lake District continues to be one of the Government's key focal points for long-term decentralisation and growth.

The rollout of this Town Hall Link white site not only signals the formal transition to a refined development approach, but also injects meaningful new supply into the residential, commercial, and office sectors.

While executing a mega mixed-use scheme presents inherent challenges, its prime location, comprehensive transport connectivity, and the long-term vision behind the Jurong Lake District ensure that this site will remain one of the most closely watched GLS launches in the coming years.
