Jurong Enters Next Transformation Phase as Core Site is Released, Poised as New Focal Point

Jurong Lake District Site Relaunched as Government Splits Mega-Parcel to Lower Development Risks

The Singapore Government is picking up the pace on the development of the Jurong Lake District (JLD).

The Urban Redevelopment Authority (URA) has announced that a White site at Town Hall Link has been placed on the Reserve List of the 1H2026 Government Land Sales (GLS) Programme, making it available for developers to apply for trigger.

Should a developer submit an acceptable minimum bid that meets the government's undisclosed reserve price, the site will be launched for public tender.

Development Scale: Around 2 Million Sq Ft

Spanning approximately 3.7 hectares, the 99-year leasehold site can yield an estimated gross floor area (GFA) of around 2 million sq ft.

The proposed development parameters include:

Approximately 1,200 private residential units

Around 430,000 sq ft of office space

Around 470,000 sq ft for commercial and complementary uses (including retail, serviced apartments, and recreational amenities)

In addition, the project entails the construction of district-wide infrastructure, including a centralised cooling system and a central pneumatic waste conveyance system station.

Carved Out from a “Mega-Site”

Notably, this parcel was carved out from a larger 6.5-hectare JLD “Master Developer site”.

That mega-plot was originally launched under the Confirmed List in 1H2023, with the tender closing in March 2024.

Only one bid was submitted at the time, by a heavyweight consortium comprising CapitaLand, CDL, Frasers Property, Japan’s Mitsubishi Estate, and Mitsui Fudosan.

The consortium submitted a bid of around S$640 per sq ft per plot ratio (psf ppr), translating to a total tender price of approximately S$2.5 billion.

However, URA announced in September 2024 that the tender was not awarded, deeming the bid price too low. The site was subsequently moved to the Reserve List.

Government Strategy: Downsizing to Lower Entry Barriers

In December 2025, the Ministry of National Development announced that the original JLD mega-site would be subdivided into three smaller parcels.

The newly launched Town Hall Link parcel represents the first plot rolled out under this revised approach.

URA stated that, at roughly half the scale of the original master developer site, this parcel presents lower development risk and offers a more palatable commitment for developers to participate.

Driving the Next Phase of Growth in Jurong Lake District

According to URA, the release of this parcel will anchor the next phase of development in the Jurong Lake District, supporting the government's long-term vision to transform JLD into the largest mixed-use business node outside the city centre.

Over the coming years, several major infrastructure milestones will progressively take shape across the precinct, including:

The Jurong Region Line (JRL)

The Cross Island Line (CRL)

The new Science Centre

Jurong Gateway Hub

These key developments are set to further enhance the district's connectivity and commercial appeal.

Land Value Could Exceed S$1.8 Billion

Market analysts note that although the parcel size has been reduced, the overall capital outlay remains substantial. The total land cost for this plot could still surpass S$1.8 billion.

Given the significant capital commitment, developers are largely expected to pool their resources and submit joint bids via consortiums.

Market Insight: A Fresh Window of Opportunity

From a market standpoint, the subdivision and relaunch of this site reflect a strategic realignment in the government's land sales approach.

By right-sizing project scale and reducing upfront development risk, the authorities aim to draw broader developer interest while sustaining the momentum of JLD's ongoing transformation.

For developers, this presents a more viable window of opportunity to gain a foothold in the district.

Meanwhile, homebuyers and investors should keep a close eye on the pipeline of new launches and price trends taking shape in Jurong Lake District over the coming years.
