HDB Flat vs Private Property in Singapore: How to Choose Based on Your Needs

For anyone planning to purchase a resale HDB flat in Singapore, staying up to date with the latest policy changes is essential. These regulations not only determine your eligibility to buy, but also affect the housing grant amounts you can receive, significantly impacting your property purchasing decisions. Below is a comprehensive guide to the eligibility criteria and grants for buying a resale HDB flat in Singapore in 2025.

1. Eligibility Criteria

(1) Citizenship Requirements

Singapore Citizens (SC): Singapore Citizens enjoy the widest flexibility when buying a resale flat, along with access to various government grants and housing loan options.

Permanent Residents (PR): PRs must meet specific conditions to purchase a resale HDB flat. For example, SPR households (where both spouses are PRs) can only purchase a resale flat 3 years after obtaining their PR status. If a PR is married to a Singapore Citizen who meets the requisite criteria, this 3-year waiting period does not apply. In addition, single PRs are generally not eligible to buy a resale flat on their own unless they are at least 35 years old and qualify under specific schemes.

(2) Income Ceilings

Currently, there is no income ceiling for purchasing a resale HDB flat on the open market. However, your household income level will determine your eligibility for CPF Housing Grants and an HDB concessionary housing loan. Meanwhile, for buyers applying under certain schemes or CPF grants, household income ceilings such as $14,000 per month for families and $7,000 per month for singles may apply.

(3) Property Ownership Rules

No Concurrent Ownership of HDB Flats: If you currently own an HDB flat, you must dispose of your existing flat within 6 months of completing the purchase of the resale flat.

Disposal of Private Property: If you own local or overseas private residential property, you must dispose of it within 6 months of acquiring your resale HDB flat to comply with HDB regulations.

(4) Other Eligibility Conditions

Family Nucleus: Individuals who do not meet the core family nucleus criteria (such as single citizens under 35 years old) face strict eligibility limits and are generally restricted to Executive Condominiums (ECs) or private properties.

Minimum Occupation Period (MOP): After purchasing a resale flat, owners must fulfill a Minimum Occupation Period (MOP)—which can be up to 10 years depending on the flat classification—during which the entire flat cannot be sold or rented out for commercial purposes.

2. Housing Grants

(1) Enhanced CPF Housing Grant (EHG)

Target Beneficiaries: Lower- to middle-income households purchasing either a new or resale flat.

Grant Criteria: The average gross monthly household income must not exceed $9,000, and applicants must satisfy first-timer criteria along with purchasing a flat that has a sufficient remaining lease.

Grant Amount: Since August 2024, the maximum EHG has been increased from $80,000 to $120,000 for families, with higher amounts awarded to lower-income households.

(2) CPF Housing Grant for Families (Family Grant)

Target Beneficiaries: First-timer families purchasing a resale flat on the open market.

Grant Criteria: Applicable for 2-room to 5-room or larger resale flats, provided the household meets the prevailing income and asset criteria.

Grant Amount: Eligible first-timer families buying a 2-room to 4-room resale flat can receive up to $80,000, while those purchasing a 5-room or larger flat can receive up to $50,000. If one spouse is a PR (SC/SPR household), the grant is reduced by $10,000, which can be claimed later via the Citizen Top-Up Grant once the PR spouse attains citizenship or upon having an SC child.

(3) Proximity Housing Grant (PHG)

Target Beneficiaries: Resale flat buyers who choose to live with or within close proximity to their parents or married children to foster mutual family care and support.

Grant Criteria: The resale flat must be located within 4 km of the parents' or married child's home, and the applicants must adhere to the relevant MOP requirements.

Grant Amount: Families buying a resale flat within 4 km can receive up to $30,000 (if living with parents/children) or $20,000 (if living near them). Singles living with their parents can receive up to $15,000, or $10,000 if living near them. There is no income ceiling for the PHG, making it accessible to any household that meets the proximity conditions.

(4) Additional Grants

Step-Up CPF Housing Grant: Designed for second-timer families currently living in subsidised 2-room flats who wish to upgrade to a 3-room resale flat.

Singles Grants: Eligible first-timer singles buying a resale flat on their own can access the Single Singapore Citizen Scheme, with the EHG for singles enhanced up to $60,000 (up from $40,000).

3. Financing and Mortgages

(1) HDB Housing Loan

Loan Amount: The Loan-to-Value (LTV) limit for HDB housing loans is currently capped at 75%, meaning you can borrow up to 75% of the lower of the flat's purchase price or valuation.

Eligibility: At least one applicant must be a Singapore Citizen, buyers must not own private residential property, and they must fulfill the income ceiling requirements. The HDB concessionary loan interest rate (pegged at 0.1% above the prevailing CPF Ordinary Account interest rate) is historically stable, offering predictable monthly repayments.

(2) Bank Loans

Loan Amount: Similar to the HDB loan, the maximum LTV limit for bank residential mortgages is set at 75%.

Eligibility: Commercial banks have their own credit underwriting criteria, primarily assessing the borrower's credit score, income stability, and Total Debt Servicing Ratio (TDSR). Bank loan interest rates fluctuate according to market conditions and bank packages (fixed or floating rates).

In summary, the Singapore government has refined and enhanced the eligibility conditions and grant framework for resale HDB flats heading into 2025, offering stronger financial support and greater flexibility for homebuyers. Whether you are a first-time homebuyer or an upgrader, staying well-informed about these regulations will allow you to maximise your grant entitlements and secure your ideal home with peace of mind.
