Government Releases Twin GLS Sites in Sembawang and Hougang to Yield Over 1,100 New Homes
The residential market is set for an added boost as two prime sites in Sembawang and Hougang are officially launched for tender. Yielding an estimated total of 1,100 residential units, these plots have quickly become the latest focal point. Industry analysts note that both sites not only boast superior locations but also cater directly to the mass market, underscoring substantial development potential.

According to an announcement by the Housing & Development Board (HDB) on 29 May, both land parcels are on the Confirmed List under the first half 2025 Government Land Sales (GLS) Programme. The Sembawang site is zoned for an Executive Condominium (EC) development yielding approximately 265 units, while the Hougang Avenue 10 / Hougang Central site will feature an integrated mixed-use commercial and residential development, accommodating around 835 residential units alongside some 40,000 sq m of commercial space.
The release of these two sites highlights the government's steady pipeline of mass-market housing while presenting fresh land-banking opportunities for property developers.

Hougang: A Rare, Large-Scale Integrated Mixed-Use Development Next to a Transit Hub
The Hougang parcel is a multi-faceted development: it is situated adjacent to Hougang MRT station and will seamlessly integrate with a bus interchange and a town plaza. By 2030, it will also connect to the upcoming Cross Island Line Phase 1 (CRL Phase 1), cementing its status as a critical transport interchange and hub.
This implies that the surrounding area will evolve into an all-inclusive commercial, transport, and lifestyle node, creating strong appeal for both homebuyers and investors alike.
Moreover, Hougang has seen no new private residential launches in recent years, with the last major launch being The Florence Residences back in 2019. This upcoming development is poised to soak up pent-up local housing demand, providing developers with a prime window to tap into the precinct's growth.
However, given the site's substantial development scale with a gross floor area (GFA) exceeding 1 million sq ft, market watchers anticipate the overall land price could cross the S$1 billion mark. Consequently, only well-capitalised developers or consortiums are expected to participate. Analysts project the land bid to hover between S$880 and S$1,000 psf ppr.
Sembawang: Rare EC Site Near MRT Poised to Spark Keen Competition Among Developers
Another key highlight is the Sembawang Road parcel, which will yield a 265-unit Executive Condominium (EC). The biggest draw of this site is its proximity to Canberra MRT station—a mere 500-metre walk away. Across the 71 completed EC developments in Singapore, only a very select few sit within 500 metres of an MRT station.
Sembawang has predominantly been a private residential enclave, making an EC development here a rare market commodity that will undoubtedly draw strong interest from both aspiring homeowners and developers.
Over the past decade, only six EC projects have been launched in the Sembawang vicinity, with the most recent being Provence Residence in 2021, which saw stellar take-up. Analysts noted that between 2015 and 2024, EC land prices in Sembawang surged by 164%, climbing from S$287 to S$733 psf ppr. This robust market absorption suggests that land bids for this site could potentially scale new heights.
The Sembawang site could attract up to eight bids from developers, with land rate estimates ranging between S$600 and S$700 psf ppr.
Tender Timeline & Adjustments to Existing Amenities
Tender closing date for the Sembawang site: 11 September 2025, 12:00 noon
Tender closing date for the Hougang site: 16 December 2025, 12:00 noon
To facilitate the development of the Hougang integrated project, three existing facilities within the site will be closed in phases:
HDB Hougang Branch: Closing on 1 September
Sheltered Atrium: Closing end-September
Hougang Avenue 10 Car Park: Closing end-March 2026
To ensure essential resident services remain uninterrupted, HDB will set up a 24-hour e-lobby at Block 806 Hougang Central, officially operational from 1 September for residents to carry out transactions and services.
As the private residential market continues to show signals of resilience, the government's timely release of strategically located plots addresses genuine homebuyer demand for mass-market private homes and ECs, while offering developers distinct, well-calibrated investment opportunities.
The tender results for both the Sembawang and Hougang sites will serve as a crucial bellwether for the residential property market this year.
