2025 Singapore Property Market Investment Outlook

Although the Singapore real estate market faces numerous uncertainties in 2025, the overall outlook remains distinctly positive—like a ray of light cutting through the fog, bringing renewed confidence to market players.

From a macroeconomic perspective, Singapore's economic growth surpassed expectations in 2024, underpinned by a manufacturing rebound and accelerating services. However, GDP growth is projected to moderate in 2025 amidst external trade protectionism, slower expansion across key trading partners, and heightened geopolitical tensions. Concurrently, inflation is stabilising, though interest rate cuts are expected to narrow in scope.
In the office sector, net absorption improved in 2024, yet overall leasing deal volumes remained subdued as occupiers favoured lease renewals or flexible workspace arrangements. Over the next three years, incoming office supply is set to taper off, keeping vacancy rates tight in the Core Central Business District (Grade A) and supporting modest rental growth. Nonetheless, global macroeconomic uncertainties, along with elevated fit-out and financing costs, may keep expansionary demand in check, even as lower interest rates and political stability bolster business confidence.
The industrial and logistics market is poised to remain active in 2025, driven by sustained momentum in e-commerce, logistics, technology, and medtech sectors. Despite cost pressures and supply chain disruptions, leasing activity picked up in the fourth quarter. Moving forward, the development of the Johor-Singapore Special Economic Zone (JS-SEZ) will unlock compelling opportunities, drawing manufacturing investments. Warehouse supply remains tight, with prime logistics spaces enjoying high pre-commitment rates; rents may consolidate, but a decline is unlikely.
The retail property market received a solid boost in 2024 from the full recovery of inbound tourism. Despite headwinds from the external economic climate in 2025, retailers' expansionary appetite remains resilient. A limited pipeline of new retail supply will continue to underpin rents, with prime retail rents expected to grow and return to pre-pandemic levels.
The residential sector rebounded in the fourth quarter of 2024, prompting speculation over potential cooling measures, though full-year price growth remained closely aligned with economic fundamentals. In 2025, lower mortgage rates, improved buying sentiment, and an increase in new project launches are likely to support mild price appreciation and a gradual recovery in rents, even as developers maintain a disciplined stance in government land tenders.
The investment sales market saw transaction values rebound in 2024, and softening interest rates in 2025 are expected to attract more capital back to the table. However, ongoing economic and geopolitical uncertainties will keep market sentiment prudent, leading investors to deploy capital selectively, with industrial assets remaining the most sought-after segment.
